Hunting is strictly forbidden inside Serengeti National Park itself, without exception and regardless of licenses or permits. Wherever regulated hunting is allowed at all, it's limited to specific licensed game-controlled areas outside the national park's boundaries. The Tanzania Wildlife Authority sets quotas for regulated hunting every year, and they differ by species and by concession, which reflects careful conservation management instead of open access. Any regulated hunt requires a licensed professional hunter and valid government permits. It isn't something arranged informally or at short notice.
